Not everyone prays when the bell rings in the city. One girl said she hates the bell because, along with prayer, it announces when the High Priest begins extravagant banquets with invited nobles.
This girl is not alone. Of course, most residents of Calpheon are Elionian, but unbelievers do exist. These include thieves living in the shadows, artists who don't believe in eternal blessings, and a minority of merchants who have a conflict of interest with the teachings of the church. Such unbelievers have various justifications for their lack of faith.
