Go to the top of the belfry within the given amount of time and talk to Rubin again. ※ This is a timed quest with goals that must be completed within the time frame. ※ The time you talk to the NPC to finish the quest is included in the time frame. ※ If you weren't able to finish in time, talk to the starting NPC to reaccept the quest.
